Some people go cold tofurkey while, for others, it's a gradual process. Like for me, I was a vegetarian for eighteen years first and stopped using non-food animal products little by little throughout this time. Then, when I went vegan food-wise, I did it all in one shot. That's not to say that I didn't learn along the way.
Being vegan isn't about being perfect. It's about being conscious about your food choices and boycotting items that are animal byproducts and that are tested on animals. It sounds like your sister has made vegan steps. I recommend a little book called Animal Products A To Z. It can also be used as a reference book for when you're unsure of an item. I also like the book Vegan Freak.

I guess my only worry with her "going vegan" is that she's mostly only eating grains, and not taking a multi-vitamin. She's a vegan who doesn't like beans or tofu... or vegetables...
What kinds of vegetables is she eating now? I've always liked vegetables, but when I was in my late teens and early 20's, as a vegetarian, I ate a lot of grains too. I started checking out new vegetables when I went vegan and making some great discoveries. See if she'll try some new ones.
