If you're really concerned, you might want to get a your sister a bottle of vegan vitamins. This will take care of almost all of the nutritional concerns, and if she's not eating a balanced diet will ensure she's getting the iron and calcium she needs, as well as B12. Millions of people take vitamins every day, so why not vegans?
As long as she eats enough calories, she should be fine on the protein. I'm a huge fan of beans of all sorts (and lentils are little nutritional powerhouses!), but some people don't like the "side-effects" of our musical fruit, so Beano could be a nice gift as well.
The book Becoming Vegan might be worth looking into as well, especially if it's available from your local library.
There are a lot of sites online that can be helpful. Just mentioning PETA seems to stir up controversy everywhere, but look at all these recipes! Just click on one for the ingredients.
I went vegan once and did it badly, so it didn't work out too well for me. (Turns out replacing all the calories I used to get from eggs and dairy with pretzels wasn't a healthy choice.) If she's not going to rely on a lot of substitute foods, she's really going to be changing the whole way she eats, and that can be tricky. It's not because veganism is unhealthy, but because we live in a world in which many cultures are heavily invested in the eating of animals, and changing our cultural tendencies is a tough thing to do. More power to her, and good on you for being supportive.
