Suppose everybody knows that "Moscow guests" such as groups from Caucasus areas and others are free in showing off their traditions and their dance "lezginka" in particular wherever and whenever they feel - on the city streets, roads, squares, inside universities, metro and so so on... If you have not seen that YET, just google or check youtube.
While Russians performing traditional dances are asked to stop, police explains that so: it might hurt feeling of other nationalities and provoke them... Mhmmm, have nothing to add.
If the state worries so much about provoking others, why allow this?!
