Personality:
Jiraiya has a flair for the dramatic, and a healthy ego--justified in that he's one of the most powerful and experienced ninja in his world--but that is not all there is to him. He firmly believes in and desires peace, in spite of growing up in a world at war, and will make any sacrifice to see peace fulfilled. He's a good teacher, though he usually encourages students to discover things through experimentation rather than just telling them, and has great faith in his students' abilities. He blames himself for not being there to help his students or his teacher in times of trouble, even if, in some cases, there was nothing he could have done.
He loves heroic, noble adventures and is at heart, a romantic. He had a goal of having one last great adventure and dying a heroic death and he did manage to achieve it in the end. He also likes romance, even though it's a hidden quality. He shows this by pursuing Tsunade, even after she's refused him time and again. He loves her and even at his most playboy-ish, she'll be the one he returns to in the end.
Another factor of his personality is that he's a self-proclaimed raging pervert. He loves the female form and spends a fair amount of time spying on women bathing or swimming, even though he's gotten severely beaten for it in the past. He also visits brothels often (though this is also part of his information gathering network) and his enemies attempt to use a pretty woman against him to lure him away and temporarily succeed. However, he's aware that he's not really the catch that he sometimes claims to be so he can usually see through such ruses. He'll still pursue women even if he knows he'll be rejected.
He's a very intelligent man and this makes him a deadly opponent, as he'll figure out and adapt to any battle strategy quickly. Though at times he is something of a clown, especially when pursuing women, he can be very serious and focused when he wants to be, and the weight of guilt he carries over various things can sometimes depress his usual optimistic nature.
Jiraiya is also a good writer, though his attempt at writing heroic novels failed while his erotic novels enjoyed much greater successes.
Strengths/Weaknesses:
Strengths: He's intelligent, knowledgeable and very noble. He has a lot of experience with the world and is very skilled at espionage. He's also a good teacher.
Weaknesses: Women. He's also slightly vain at times, and can let his theatrical nature get in the way of tasks.
Jiraiya is also very stubborn, which can go both ways. Sometimes he continues to try after it's hopeless, and sometimes it helps him succeed. Jiraiya also deeply cares for his village and friends, which in part leads to his guilt, but also lends him strength.

First Person Sample:
[The video feed opens to a white haired man suddenly jumping into frame in a strange pose and waving his arms around in what he seems to think is theatrical flair and yelling.]
You who have cried out in despair, your cries have been answered! Cry no more because now walks among you a truly great man!
[He punctuates each sentence with a hop and an even more extravagant pose.] A man of wisdom! Mount Myouboku's renowned Sage of Toads!
[A tiny Poliwag manages to climb up the rocks to his left and is clearly trying to imitate his movements with little "poliiii"s] A man of strength: one of the legendary Sannin!
A man of flair, the great Jirai--hey! Wait you-- Don't--
[The reason for the verbal keysmash is that the Poliwag has just tripped over itself and with some very distressed yelps and noises goes roll-bouncing off the rocks and down the steep slope behind Jiraiya. In a spectacular save, Jiraiya leaps, rolls and manages to catch the Poliwag before it rolls out of sight. He holds the very relieved and grateful Poliwag above him and sighs. The grumble is barely picked up.]
Why can't I ever finish my poses?
Third Person Sample:
A tadpole. After all the strange things that had happened after he'd woken up this morning he wasn't really surprised, but Jiraiya couldn't help making a face at the little blue creature. Alright, it was cute, but it couldn't stay on its feet for more than a minute at a time. Jiraiya guessed it was one of these "Pokémon" he'd been told about twice now.
He sighed and nudged the little thing up onto its feet again. The fact that it had been said the exact same way from both sources like it had been rehearsed had been creepy, but not as weird as the woman half his age that had called herself his "mom." He certainly wasn't young anymore, in spite of what everything here wanted to believe. His nose was still sore from where it had been caught when the door slammed in his face. In hindsight, asking her out hadn't been the best idea, especially since she really did seem convinced he was her son. Had the boy been abducted and Jiraiya put in his place? It was possible, and he needed to find out quickly.
And the tadpole had toppled over again, squealing in distress. "Geez, haven't you learned how to walk yet? You've got legs already!"
Jiraiya picked it up this time and slung the bag over his shoulder. He hadn't found anything suspicious in it, except for the device that had welcomed him to the world. He wasn't sure what to do about that yet. Hah, wasn't he entitled to a rest? From the look of things, he guessed not. Well, maybe it wouldn't be so bad. "If they're right it looks like I'll get a little adventure after all!"
"Poliiii?"
"Nevermind." Jiraiya shrugged to himself; there wasn't anything to do but go forward and there were still a few people he hadn't asked questions of yet. Like that lovely woman over there. He definitely had to ask her a few things! With a smile and a jaunty step he strode off towards the woman. "Act cute; women love that."
