What form will your character's NV take? It will look like a small scroll that when opened up has a glossy area that functions as a screen with touch-controls that look like ink. It comes with a brush-shaped stylus, but Jiraiya can also activate functions or write with just a fingertip. Text must be hand-written on the glossy area to be sent.

Jiraiya is counted as one of the strongest ninja ever, and the only skill that he is rated less than 4.5 out of 5 in is genjutsu. Even in genjutsu he knows how to counter his weaknesses and cancel most genjutsu--likely, he'd only have real difficulty with advanced genjutsu like those employed by the Uchiha.
In battle, Jiraiya prefers to use ninjutsu. He is shown using a variety of fire and earth ninjutsu, as well as ninjutsu that convert his hair into both a defense and an offensive weapon. He can use several varieties of Rasengan with ease, as well as barriers and several spying techniques.
Jiraiya is also very skilled in sealing and unsealing. He's able to manipulate the seal on Naruto, and also seal away a portion of Itachi's Amaterasu flames. His knowledge and experience isn't the most ever, but he is certainly one of the most knowledgeable sealing experts in his world.
Also, though he won't be able to use them in Siren's Port he is extremely skilled with summoning, and has incorporated summoning toads into his fighting style. Being unable to will force him to rely more on other things and change his fighting style. He'll probably have to add in more taijutsu and even more ninjutsu.
However, even though he'll be unable to summon, he will still have access to sage arts, though in a much more limited capacity. He will only be able to use sage mode for limited bursts, dependent on how much sage chakra he can mold at a time, as he must remain perfectly still to do it. Given time and necessity he may be able to come up with a work-around like Naruto did, but as he prefers to avoid Sage mode, this is unlikely.

Weapons: He has a very small arsenal of the ninja basics: kunai, shiruken, wire, flash and smoke bombs, and exploding tags. He doesn't use them often, but he does have a few. He also has ink, brushes and blank scrolls for sealing techniques.
History/Personality/Plans/etc.
Character History:
Jiraiya was six when he graduated from Academy and became a ninja under the tutelage of the Third Hokage along with Orochimaru and Tsunade. Jiraiya was actually the least skilled of the group when they were young and constantly being told to be more like Orochimaru. The three grew up and grew stronger, however, and Jiraiya eventually formed a contract with the toads of Mt. Myouboku where he learned the Sage arts. The leader of the toads informed him that one of his students would eventually either destroy or save the world and that he would become a great writer. By the time of the Second Great Ninja War, Jiraiya and his teammates were some of the strongest Konoha could send.
During that war, they ended up in a battle with Amegakure's leader, Hanzou, and the three managed to survive. He was impressed with that feat and named them "The Legendary Three," a title they carry to this day among the countries. Shortly after this, the three of them encountered three orphans of the war in Amegakure--Konan, Yahiko and Nagato. While Orochimaru suggested they put the hungry orphans out of their misery, Jiraiya offered them food and eventually stayed behind in order to help them. He set about teaching them basic ninjutsu and trying to instill his ideals about peace in them. During this time he wrote his first book, "Tale of the Utterly Gutsy Shinobi" in which the main character, named Naruto, vowed to break the curse of war. However, he couldn't stay in Amegakure forever so Jiraiya eventually left them to fend for themselves.
When he returned to Konoha, Jiraiya trained Namikaze Minato, the future Fourth Hokage, on a genin team. Jiraiya was so impressed with Minato that he made Minato his apprentice and taught him summoning. In turn Minato eventually taught Jiraiya rasengan. Jiraiya believed that Minato was the child of prophesy but spent most of the time during the Third Great Ninja War traveling.
When it came time for the Third Hokage to retire, Jiraiya was offered the position but refused. Minato was offered the position to Jiraiya's great pride, and even told Jiraiya that he was naming his unborn son after the character in Jiraiya's first novel. To which, Jiraiya responded that that would make him Naruto's godfather and he was flattered when Minato said that was a good thing. Unfortunately, Jiraiya was traveling again when the Kyuubi was set on Konoha and he wasn't there to help his student, a guilt he carried until his dying day.
Another event that he felt guilt over was Orochimaru's defection. Jiraiya attempted to convince him not to defect and even fought with him to bring him back but failed in both endeavors.
Jiraiya kept traveling after that, starting a series of erotic novels called Icha Icha sometime during this time. Chance brought him back to Konoha a little over twelve years later in time for him to meet Naruto. Recognizing who Naruto was, Jiraiya took Naruto under his wing and taught him toad summoning as a way to help him gain more control over the Kyuubi's chakra. Shortly after, Konoha was invaded, and Jiraiya helped defend it but was unable to be there to help the Third in his battle against Orochimaru--a third thing he felt a great deal of guilt over.
After the Third's funeral Jiraiya was offered the title of Hokage again, but he declined and asked if he could go search for a better candidate--his teammate Tsunade. He took only Naruto with him, and shortly after, Kisame and Itachi of Akatsuki came after Naruto. They cast a genjutsu on a pretty woman in order to distract Jiraiya and get him away from Naruto but he was not distracted long. He was able to return in time to rescue Naruto and watch Sasuke's attack on Itachi. He summoned one of his toads, using the Toad Mouth Bind, to try to capture them. To his surprise they were able to escape using Itachi's Amaterasu to burn through the toad's esophagus. Though the flames of Amaterasu are nearly impossible to control or stop, Jiraiya was able to seal them.
He then continued his search for Tsunade, while teaching Naruto the rasengan. He used a rather hands off approach that annoyed Naruto, but forced Naruto to figure out things for himself and thus learn the technique better and more intimately. Jiraiya's searching did pay off and by the time Naruto was nearly done learning the technique he was able to pinpoint where Tsunade was.
Tsunade, however, initially refused the offer and insulted the position too. She also scolded Jiraiya for trying to teach Naruto an "impossible technique." Jiraiya knew Orochimaru was in the area, though, and stayed around, drinking and talking with Tsunade several times. Towards the end of a week, she poisoned his drink, which he didn't realize until too late. Jiraiya, even though barely able to move and unable to control his chakra went after her and ended up fighting Orochimaru with her. Orochimaru was driven off and Tsunade finally agreed to go back to Konoha and become Hokage, thanks to the influence of Jiraiya and Naruto.
Later, after Sasuke defected, Jiraiya noted the similarities between himself and Naruto, and between Sasuke and Orochimaru. He encouraged Naruto to give up on getting Sasuke back because it would only end in failure and pain, but when Naruto refused to give up, offered to train Naruto for three years.
During those three years he taught Naruto many things, such as ways to counter genjutsu and a stronger version of rasengan. He also tried to teach Naruto better control of the Kyuubi chakra, but loosening the seal failed and Naruto's "four tailed form" nearly killed him, leaving a terrible scar. In response to this Jiraiya developed a seal to temporarily suppress the Kyuubi chakra.
When it came time for Naruto to return to Konoha, Jiraiya passed on all that he learned and went on to do other work, eventually discovering the location of Akatsuki's leader. He went to infiltrate Amegakure to discover the leader's secrets, only to be ambushed first by Konan, who he defeated, and then by Pain. While he was able to outsmart and overpower three of the bodies of Pain, using senjutsu and tactics, he was unaware of the total number and eventually overpowered himself, though he was able to capture one of the bodies to be sent back to Konoha.
He was able to discover the secret of Pain, that it was Nagato using six bodies through remote control (one of them being Yahiko's) but with his throat crushed, he was unable to even speak a dying message and died despairing over the regrets of his life, but thinking of Naruto gave him one last burst of strength. He was able to write a message on the back of one of his toads and died with a smile, deciding that the title of his next book would be "The Uzumaki Naruto chronicles."

Jiraiya had just gone to Amegakure to discover more about the mysterious Pain--leader of Akatsuki. He was able to infiltrate the village and fought Pain using Senjutsu. Unfortunately, he was unaware of Pain's six separate bodies until too late and that proved his downfall. He did realize though that Pain was his former student Nagato, and the true secret of Pain and his six bodies and with the last of his strength was able to write a coded message to Naruto about this. He died with a smile on his face, thinking about Naruto.

Character Personality:
Jiraiya has a flair for the dramatic, and a healthy ego but that is not all there is to him. In fact, some of his dramatics are left overs from when he was young and struggling for attention against more promising ninja. When he was younger, he was the least skilled ninja on his team, so his big claims and over-dramatic reactions were attempts to get noticed when his skills were not quite up to par. Not all of them, though, because he does really enjoy making an impression on people and seems to find coming up with elaborate self-introductions fun. He often laments when his introductions are cut short.
His ego too has calmed down since he was young, and has settled to become more of a well-based confidence than an ego. Since he is one of the most powerful and experienced ninja ever, his pride in his skills is very well founded and if he thinks there is a good chance he'll overcome there really is one. It's one thing his experience has given him over the years.
One thing that hasn't changed over the years is that he's a self-proclaimed raging pervert. He loves the female form and spends a fair amount of time spying on women bathing or swimming, even though he's gotten severely beaten for it in the past. He also visits brothels often and his enemies sometimes attempt to use a pretty woman against him to lure him away and temporarily succeed. However, he's aware that he's not really the catch that he sometimes claims to be so he can usually see through such ruses. He'll still pursue women even if he knows he'll be rejected.
His perversion isn't always a hindrance though. Through the innovation required to spy he became very, very skilled at stealth and other skills that have proven invaluable when gathering information. One of his very first original jutsu was the Transparent Escape technique, which has other applications in spying. In addition, through his seemingly "harmless" playboy ways, he's able to subtly fish for information while seeming to try to get women to pay attention to him. These skills and his traveling have allowed him to become an extremely skilled ninja at gathering hard-to-get information and spying--things that have proven useful to his village many times. And his exploits have also turned into lucrative book series for him, which also aids in his travel.
While those traits are what he's most well known for, they aren't all there is to him. Jiraiya firmly believes in and desires peace, because of growing up in a world at war and seeing all the pain it's caused so many people close to him, and will make any sacrifice to see peace fulfilled. He first began to see the effects in his childhood and the Second Great War only cemented this. His time with the Ame orphans convinced him to start working towards this, though it was a long time before he could see his efforts starting to come to fruit in his students.
Speaking of students, he's a good teacher, though he usually encourages students to discover things through experimentation rather than just telling them, and has great faith in his students' abilities. It's his way to give them only just what they need to figure it out for themselves, as he believes this is the better way to really learn something and have it stick. Jiraiya isn't above having fun while he's teaching though, as seen by making him and his students dress up in frog suits while training on one occasion. He's perceptive, so this allows him to use his teaching style to its fullest effect. He also cares a great deal about his students and he blames himself for not being there to help his students or his teacher in times of trouble, even if, in some cases, there was nothing he could have done.
He loves heroic, noble adventures and is at heart, a romantic. This is seen in his first book, which was an adventure story about breaking the cycle of war. Even though it didn't sell as well as his erotic novels, it has inspired a great many of the people who knew him to become better, including several of his students. He had a goal of having one last great adventure and dying a heroic death and he did manage to achieve it in the end. He also likes romance, even though it's a quality he hides well. He's clearly been in love with Tsunade ever since they were young, though he failed at expressing it back then and often resorted to insults to make her pay attention to him. He shows his love by still pursing Tsunade, even after she's refused him time and again. Indeed, that he never got her to love him in return is one of his greatest regrets. He loves her and even at his most playboy-ish, she'll be the one he returns to in the end.
He's a very intelligent man and this makes him a deadly opponent, as he'll figure out and adapt to any battle strategy quickly. Though at times he is something of a clown, especially when pursuing women, he can be very serious and focused when he wants to be, and the weight of guilt he carries over various things can sometimes depress his usual optimistic nature.
The depths of his loyalty and love for his family and friends can't be described. He will go to any lengths for them, though he's hurt even worse by betrayal because of it. It's one of the reasons he carries such guilt over failing his students and teacher, even though in some of the cases there really was nothing he could have done.
Jiraiya is also a good writer, though his attempt at writing heroic novels failed while his erotic novels enjoyed much greater successes.

Character Plans:
Well, Jiraiya will want to make connections with the ninja here, especially Naruto and Minato. He'll want to find out what Madara's plans are to oppose them and he'll hate the companies and the strife they create, so he'll probably end up joining with others who want to take them down. He might even end up working as a spy from within one of the companies.
...And, well, he'll probably spend a lot of time spying on beautiful women taking in the sights!

[The feed opens up on video, because how could he not show off? Jiraiya clears his throat and holds a very serious and dignified pose for a moment.]
Good morning, beleaguered citizens of the hidden city of Siren's Port. Today I bring you good news! Today your earnest prayers have been answered! For today--
[He jumps into a ridiculous pose, balancing on one geta and waving his hands around with a shout. With each sentence he hops, creating a nice loud clap against the floor.]
The gallant Toad Sage of Mount Myouboku has arrived! In his great wisdom he will solve your problems! The sight of his handsome face will dry your tears! He is the legendary ninja--
[And that's about the time when people start banging on the wall (and floor) and yelling for him to shut the hell up already, it's freaking four in the morning. Jiraiya yells back, even more loudly.]
It's not even that early!
[Then he rubs his face, looking a little annoyed and depressed, and grumbles to himself.] Why can't I ever finish my poses?

Third Person Sample
It had been so peaceful, drifting down through the water, but all of the sudden he was dry and it seemed like every pain he'd ever felt in life was coming back with vengeance. Jiraiya groaned, and tried to lever himself up on his arms--arms? Yes, his left was back, somehow. Well, that was good, because now that he opened his eyes it was very dark. If this was the afterlife, he'd been sorely misled.
Somehow, though, he didn't think it was. He felt too...alive was the only word for it. And in the glow of the dimly struggling light he was under he could pick out some signs scrawled on the walls. 'Go home' and 'You're fucked, newmeat?' Well! Friendly, weren't they? He laughed dryly, wincing as it turned to a cough. Once he was on his feet he could deal with them. His charm would win them over and if it didn't, he'd fought worse. After Pain-- Nagato. Another student he'd failed. Another he'd been unable to help find the right path. Guilt seared but Jiraiya pushed it away. He knew Fukasaku would find Naruto and give him the message. He'd done all he could; it was in Naruto's hands now.
And Jiraiya's future was in his own hands. He didn't like the sounds coming closer from outside the ring of light. Who knew what kind of things he could expect in this place? He'd feel better with a little company--
--Nothing. He felt something wrong the moment he tried to summon. Not even a tadpole had shown up. Was he somehow sealed from using his chakra?
Rasengan and then a small fire release proved that theory wrong, to Jiraiya's relief. So it was just summoning. He must be somehow to far outside the jutsu's range to do it, which spelled all kinds of trouble, but at least he wasn't helpless. He got to his feet, pushing aside the remaining dizziness. The fire release had been good for something else too.
Quickly, but trying not to look hurried about it, Jiraiya headed towards the shelter he'd spotted in the moment of light. It wasn't much but he didn't trust his fighting abilities until he'd overcome all of the aches and exhaustion. Something else the light had shown him--some sort of creature slowly coming close.
And what luck! A woman poked her head out of the shelter and frantically waved him inside, offering a nervous welcome--Siren's Port, was it?--as soon as they were safely inside.
What a beauty! Jiraiya put on his most charming smile and leaned closer, taking in her scrumptious figure. "I must be the luckiest man. Maybe you could help me become better acquainted with this place and your lovely self, no?"
She rolled her eyes, but did start explaining the city. Jiraiya sat back and listened patiently, not minding that she hadn't taken him up on the other offer yet. Information on the city was more important, after all!
