Portable Ops+ does not change the base statistics very much. In Raikov's case, only one statistic is improved - his shotgun skill increases to S2. However, soldiers in Portable Ops can grow stronger with experience.
COMMENTS
...where the HELL did he get the shotgun and why didn't he just shoot the lock off of the door of his prison? Also, "artist" seems almost to be slang, since the Artist career renders one immune to hot naked chicks in magazines. Not that I'm discounting the idea of Raikov having been a painter or something. He does have an eye for beauty, after all.
...now I have this image of Ivan painting Volgin naked. This is something I must consider further.
