[Mitsuru has actually been wondering about this for a really long time.]

I do not believe it has anything to do with how many we kill or how many we do not kill. Rather, I believe it is simply a matter of time. There is no way to get rid of them, all we can do it wait it out.

It seems that way. The one exception I've seen was when we had to take out those plant cores to kill the rest of them, but that looks like a rare occasion.
