01. Open and crop your pic.
02. Shapen it twice. Use the blur tool only in his skin. Strenght: 20%.
03. Duplicate your base. Set it to: Screen. Opacity: 100%. *Layer 01*
04. Duplicate your base. Set it to: Screen. Opacity: 73%. *Layer 02*
05. Paste this layer. Set it to: Exclusion. Opacity: 50%. *Layer 03*
06. Paste this layer. Set it to: Color. Opacity: 100%. Fill: 10%. *Layer 04*
07. Paste this layer. Set it to: Multiply. Opacity: 40%. *Layer 05*
08. Paste this layer. Set it to: Overlay. Opacity: 50%. *Layer 06*
09. Paste this layer. Set it to: Soft Light. Opacity: 20%. *Layer 07*
10. Paste this layer. Set it to: Soft Light. Opacity:20%. *Layer 08*
11. Paste this layer. Set it to: Color Burn. Opacity: 12%. *Layer 09*
12. Paste this layer. Set it to: Color Burn. Opacity: 13%. *Layer10*
13. Flaten the layers.
14. Go to Image > Adjustments > Curves
Blue// Input - 69 ; Output - 82
Green// Input - 115 ; Output - 140
Were done for the first icon.

Second one:
15. Go to the curves again.
Green// Input - 115 ; Output - 110
Blue// Input - 80 ; Output - 80
16. Add the text *layer 01*
17. Duplicate the text layer. *layer 02*
16. Rasterize the layer 01.
18. Go to Filter > Blur > Motion blur. Angle - 180. Distance - 50 pixels.
