It's the Gold High Tops Challenge!
AKA: The Whoverse Lightning Round to Help Pakistan, also AKA: We Could Release a Single.
After reading all the poll results, doing some thinking (math is hard, yo), and pondering time zones and date lines, this is what I have determined:
Bidding will start on Thursday, September 2nd, at 10:00 am EST (3:00 pm in London), and end on Sunday, September 5th, at 10:00 am EST. At that point, artists will have an additional eight hours to complete fills. At 6:00 pm EST on Sunday (which is 11:00 pm in London), it's pencils down for everyone.
Bids will follow a Buyer's Choice setup. When the bid post opens, buyers can leave a comment with their choice of medium (fic, art, icons, fanmix, fanvid, picspam, or whatever else I've forgotten), a prompt, their maximum number of fills, and the amount that they'll donate per fill. (EXAMPLE: Fic: Jack wrestles a lemur, Rose watches him. Keep it PG, please! $2 per fill, up to five fills.) At that point, anyone who feels inspired to do so can leave a comment offering to fill. Fills are granted on a first-come, first-served basis. When offering to fill, please put FILL in the subject line, and be sure to give the bidder some way of contacting you in the body of your message.
Buyers are responsible for confirming their donations with the artists filling their prompts. If you cannot contact your artist(s) for any reason, please let me know and I'll do my best to help you out.
Threads will be frozen as soon as I see that the maximum number of fills has been reached. I will try to stay on top of this as best as I can, but I do ask that both artists and bidders try to keep an eye on things in case I've stepped away from (or fallen asleep at) the computer.

There are also two Gold High Tops funds to donate to: UNICEF and Medicines sans Frontieres. (Please note that money donated to the UNICEF or Medicines sans Frontieres funds is not guaranteed to go to Pakistan. If you wish to be absolutely certain, an independent donation is your best bet.)
Note: This challenge encompasses the whole Whoverse, from the earliest episodes of Dr. Who to the wackiest rumors about Torchwood Season Four. There will almost certainly be potential spoilers and lots of rampant speculation in the official challenge post. If that's really not something you're into, you may wish to avoid this particular challenge.
