I have a finicky PC that I built from parts about a year ago. It has always had a problem with rebooting, and I want to fix it. Any advice on how to go about it?

When it runs, it runs great: 4-core AMD Phenom II at 2.6GHz or something with 8GB of memory running Ubuntu. Motherboard is Gigabyte brand.

When it has to get rebooted or powered off, and then the problem starts. It just won't boot. There are some lights on the motherboard (internal power/reset buttons) that are on, but none of the fans spin and the box is off.

To get the box to boot, I have to hard-power it off (unplug it or throw the switch on the power supply), then try to power it on in a few minutes.

Any ideas what I should be doing to fix this? How can I troubleshoot it?
