They have been detained by Haitian authorities because they made no effort to follow proper procedure. (The article notes that all adoptions have been halted because of fears of human trafficking.)
I'm with the Haitians on this one. The church group may have had good intentions. But you don't circumvent the law and just take a bunch of kids. What if family relations or even parents for these children eventually turn up? They would never have the chance to be reunited with their families.
How did they not realize what they were doing was wrong?
