Profile: The clean-cut, sophisticated owner and operator of White Magnolia, Tsubaki has been affiliated with Vischio ever since she herself was a shrewd young prostitute, working in intimate proximity with Il-Re before and during Vischio's initial rise to power within Tokyo. After the city was renamed Toshima and greater focus was placed on rehabilitating the city under Vischio's complete guidance and rule, Tsubaki was quick to take-up a leadership position in overseeing construction and outfitting of Vischio's official brothels, and when the i-jin began to arrive en masse - Tsubaki herself was the first to point-out the possibility of employing some of the prettier, willing ones as prostitutes. Foreigners like the i-jin, Tsubaki reasoned, harboured a sort of dangerously exotic mystique that could make them quite hot sellers, and though the work of overseeing White Magnolia and these first-time prostitutes is ultimately time-consuming and leaves no time for cavorting with Il-Re as she did in the old days, Tsubaki has gracefully adjusted to this position of power.

Profile: Short, quiet and patient as a daycare teacher, Akihito is not the kind of person you would generally expect to see as a bartender of one of the most popular bars in Toshima, especially if said bar exists in the only partially-developed slums at the outskirts of the busy Downtown area and at the edge of the ever menacing borders of Igura. Though he is not in the least intimidating [and though fights are known to break-out on the premises on occasion], there is an unspoken rule that no serious conflict should ever be allowed to go-down within SAKAI. It may be Akihito's kind and naturally disarming personality that maintains him in such high regard even amongst the nastiest crowd in town, but of course the ample stock of good booze and the selection of one-of-a-kind mix drinks Akihiko has up his folded-back sleeves can do a lot to win the favour of any man or woman who needs a nice, relaxing drink at the end of the day. Aside from a few basic details, Akihito is very tight-lipped about his past, and as such remains one of the more mysterious characters in Toshima.

Profession: Vishio Official who oversees building projects and advises Giacomo
Location: Vishio Mansion and Downtown Toshima
Profile: Carmine is more known for his affairs than his work for Vishio but this official does actual work for the group. Brought in by Giacomo himself from Italy when Vishio stepped in to take over Tokyo, Carmine is in charge of most of the building projects that go on in the city. If it is a shiny new building then it most likely had to have been approved by Carmine. The recent attacks on the city from Nikkoden have had him working double time, rebuilding and making new buildings to improve what was ruined in the bombings, all to make Toshima even more elaborate than before. Most recently it should be noted Carmine has found himself a new plaything in the form of a much younger i-jin, much to the displeasure of Giacomo.
