In light of the computer troubles plaguing the ship, along with the fact that he and Liz were now in the process of consolidating their quarters, to say that Scotty was busy would be like saying that space was big - which is to say that such a comment would be an understatement so vast one might find heretofore undiscovered species of life in it, generally of the bioluminescent variety. As such, he hadn't had the time to give his new crew a proper orientation, so he'd given that particular duty to someone else, and hadn't yet properly met his new crew himself.
Even now, as he made his way through engineering, he was less concerned with getting to know the people who'd transferred to his ship and more concerned with figuring out just what the bloody hell was going on with his ship.
