Interesting that some of your coworkers are against a pay for performance plan. There are some of us here at my job that WANT such a plan. We're union, and we're public sector, which means that we get some lifers here that don't do squat, while others bust their asses for the same amount of pay. Of course, the lifers see this as threatening because THEY want the money, too...they just don't want to work for it. What are the objections within your group?
Funny how I use LIFER as a derogatory term, yet I could quite possibly work the rest of my days here.

Understood. I'd NEVER call what you're doing "petty complaining". You have a work environment that seems pretty unsatisfactory to me, and NOBODY can tell you "how to feel" until they've walked a mile in your shoes.
I truly dislike unions. However, my friend/coworker with whom I get along best is our union rep now, so MAYBE there will be something in it for those of us who work our asses of. We're both sick of people getting a free ride.
As for the security aspect of the public sector, THAT, my friend, is part of the problem. You have people that will pull truly Dilbert-esque behavior because they know they will not be fired. I've only seen two people fired. One used to show up twisted on MAOI drugs on a daily basis...then, apparently just stopped showing up. THEN he got fired.
