Believe it or not, there are really no female characters in Thunderbirds that I would consider my favorites. In NCIS, however...
Ziva David
Scary efficient, yet with a sense of humor, and her teasing of Tony is pure gold. I have so loved her journey to US citizenship during this last season, culminating with the oath. The "will they, won't they; did they, didn't they" of Tiva has been my favorite (and really only) fandom ship. I've seen the episodes with Kate, and she was okay, but Ziva is dynamite.

"The happiest Goth you'll ever meet." I love the fact that she's a woman of faith, that she's doesn't really care for others' opinions (with the exception of Gibbs). I've enjoyed the on and off flirting and relationship with McGee, the kooky ways she manages to defend herself when in danger (super glue? duct tape?). She really makes the show for me (and my kids, who adore her).
