I suppose there isn't a much better way to gain attention than by spraying someone in the face. It certainly garners a response in most cases.

[realizes that's possibly too personal of a question and immediately launches into tl;dr]

It's possibly a way to keep us in check. If he gives us everything back he can take it away again, of course, but there's also the chance of it being a drain on his energy and the potential of a more successful mutiny before he can...and unpredictable punishments make people cautious.

It's possible. Something like this has to take energy to maintain; there's really no two ways about it, and the captain seems to be the main source of...well, everything.
