Two weeks of less-than-stellar interaction over the network - which, in this case, possibly means instigating a conversation yourself instead of only replying to others - equates to a penalty. A spray of water in this case; roughly...hrm, four ounces?

Though a bit stale, I haven't found any indication that the water itself is unsafe, or even where, exactly, it would be kept in these devices. Four ounces may not be enough for much, but it's certainly a lot to store in something like this.
