If I have to get a license from a department whose only job appears to be to list what is controlled (note: not prohibited) and does not appear on the list of departments from whom I can actually get a license, a department that does not appear again, a department that does not have a website, address, or telephone number of its own, can I be prosecuted for IGNORING YOU?
