The soft light and linear dodge aren't a tool. In the very right hand side of the screen should be a rectangular box that shows you all of the layers in the icon. There should be a drop down box with the option "normal" automatically selected. When you drop the options down you'll see Soft Light and Linear Dogde. At least that's how my Elements was.
Another thing is that it all depends on the original picture. This one is fairly light. It's not going to be the same if you use a darker picture.

It happens. You should have seen the look on my face when my friend explained how to use textures and the like, lol It was like a light bulb just went on over my head.
I deleted my comment because I finally figured it out, lol. (Sorry, I should have checked first to see if you had responded because now it just looks stupid.) I hate PS Help tool because it only confuses me more (and had me using the paint brush option.) Anyway, here is the icon I made. What do you think? And thank you so much for being amazingly helpful!
