Mil is suspicious and disdainful of horses on general principle. I think he thinks there's a better way out there somewhere, and the peasants - once again - just aren't trying hard enough. Or they're deliberately trying to mess with him.
I was thinking a bit about how to kick up the tension in the current section, since I think that's what's really missing - I mean, we've only kicked Mil in the balls a half-dozen times in the last handful of chapters and he's hardly even turning blue.
What if Linna colluded with the emperor before his death to put the chibi in charge? What if this plan required some lying on Linna's part, and if it were discovered, he could be in serious trouble?
I want the chibi to reveal something that smacks Mil's head around the other way again - I just can't quite figure out what it is. I figure if it's something that makes Mil feel like an idiot for ever trusting Linna, so much the better.
I think Mil secretly-- or not so secretly, knowing Mil and his willingness to make a fuss-- thinks that everyone everywhere is hiding better transportation from him. I think he thinks that the flying car has already been invented and everyone is just hiding it from him. I bet he hassles Ciera about this every day

I'm gonna let that percolate around in my brain a bit - but boy, would that go a long way toward putting Linna in a very precarious place and make Mil want to slap his head around on his neck.
