I think Mil secretly-- or not so secretly, knowing Mil and his willingness to make a fuss-- thinks that everyone everywhere is hiding better transportation from him. I think he thinks that the flying car has already been invented and everyone is just hiding it from him. I bet he hassles Ciera about this every day.
Lord knows I'm always up for kicking Mil in the balls! And I have no problem with Linna being in on a secret plot. I think the idea of his sort of secretly conspiring to get the chibi on the throne works for me. For some reason-- and I'm having a very hard time articulating this, so let me hash it out a little more later-- I keep thinking that maybe the council/emperor aren't supposed to get too close to the candidates before one is chosen, being that could promote favoritism before a candidate comes to the throne. Did the chibi know Linna? Was he distantly related? From the same village? Palled around with the chibi's mother? Of course, that might not work because we're already using that motive with Feilan being related to HIS chibi candidate.
Hmm. I definitely think you're right, that the emperor had Linna "scout" the chibi so to speak, but I'm not sure of how much they had to make sure fall into place for the chibi to be chosen. My gut says nothing illegal, since the chibi IS the real deal, but--
Dude. Oh HEY. I got something. What if the emperor KNEW that he was dying? And that the longer he took about it, the better chance Feilan had of rigging things so his chibi got the throne instead? What if he got Linna to help him kill himself so to speak-- nothing bloody, maybe just taking too much painkiller, or too pure a distillation. Linna's a doctor, so he could do that. So, the emperor deliberately puts himself down so that the real chibi can get to the throne before Feilan can finalize his plans?
And the chibi somehow innocently lets something slip about this-- he saw the emperor taking his "medicine" before bed that last time, or something Linna concocted for him. And Mil, realizing that Linna is a doctor and no idiot, would figure out Linna had to be in on that? I think that would blow Mil's mind a bit and destroy some trust.
And, uh, just to make it easier, we'll establish the emperor was quite old and in a lot of pain, so it was all for the best. What do you think?
I'm gonna let that percolate around in my brain a bit - but boy, would that go a long way toward putting Linna in a very precarious place and make Mil want to slap his head around on his neck.

I'd feel worse for Milale if he weren't already working himself up into a hell of a screechfest to unload on Linna.
