It was never made into a cohesive effort. It's splintered... small groups with information and tasks, but nothing to draw them together.

But, that's what they get for putting an idiot in charge of it. :|

Organizing such a diverse force is already a feat in itself. There may have simply been other circumstances that prevented the council from accomplishing its purpose.
