I can't help but to think of the quote by C.S. Lewis in his book The Abolition of Man where he writes:
"In a sort of ghastly simplicity we remove the organ and demand the function. We make men without chests and expect of them virtue and enterprise. We laugh at honor and are shocked to find traitors in our midsts. We castrate and bid the geldings be fruitful."
You cannot make someone sterile and then act surprised, when, after encouraging them to be fertile, they are not. You cannot undermine all potential grounds for bravery as a virtue and then ask people to be brave - or be surprised when they are not. You cannot dictate fate and then blame them nor not exercising their will.
