Well it all seems to come down to who the teams are comprised of, I turn to the faithful GISHWHES model of teams: let people pick their own teams but also have the option of being allowed to be put into a team by you (this will help newbies who may feel intimidated about asking vets to be in a team with them).
The way it works in GISHWHES is that every team has the same no. of people, so if there are fewer people, either two teams will be added together or individuals added. Get people to agree beforehand that they're going to have to work with people from different time zones etc, and if they don't want to they need to come up with their own team. If they've come up with their own team they can't then complain about other teams being unfair, though I suspect they still will.
Also, I would say to anyone trying to match up time zones, don't. Given I only have one data point of experience. But my intersection went great time-wise (we always seemed to be online at just the right time) with a difference of time zones of 8 hours. It's the possibly not even the times at which people will be writing, but more the times at which people will be discussing that needs to be looked at.
