Song ID help?

A five-second clip of one song's been stuck in my head all day. I heard the main beat on some windchimes while walking the dogs, and (Despite spending the past hour Googling every variation on "90's one hit wonder") I can think of... I got no clue.

The music sounds like some kind of strained brass instrument (trumpet crossed with Kazoo).
Most identifiable beat goes "Da-Duh-DeDa-Duh-DeDa-Duh-DeDa-Duh---", where all syllables & the -'s are of roughly equal length. The "Da" is a high, level tone. "Duh" is a lower, slightly falling tone. The 3 -'s in a row might have some noise, but it's significantly quieter than & different from the tonal music. The whole sequence takes about 6 seconds, and repeats three more times. It picks up... something... after the first repetition- maybe just more volume, maybe an echo. Then comes the singing.

In the great tradition of 90's rock, the singing is barely intelligible. It's also noticably quieter than the music. The voice is clearly male, but not the most masculine, and seems to be saying "and I can't (some-thing some-thing) you, (muh) I (un-in-mum-ble)", where the underlines are long syllables.

If I don't figure it out, or forget it, soon, I may end up calling people and humming/mumbling it until someone gets an idea. I'm losing sanity over this.
