Council services - what exactly am I paying for??????

So, having got my chairs home i rang the Council 'special collections' to arrange taking away my sofa.

I was told it would cost £18.75 and i'd need to have the sofa outside my house; now having no front garden to speak of this means the sofa would be on the pavement thus blocking the way for any passerby.

I told her I could not get the sofa outside as i am on my own and disabled. She aked me if I had fmily or friends who could move it for me. I replied yes but only if they ae around.

She told me her collectors are not allowed into my house, quote " my men are refuse collectors not trained removal men" !!!!!

Having told her there may not be anyone around to assist me she told me she could put me in touch with a voluntary organisation who could send someone over to remove the sofa from my house, I could then ring her again and organise the pickup!

Assuming the sofa can be got outside I asked her when it could be collected. She said Burnham day is Monday, which means it can be collected by the usual refuse collectors (Monday morning is the day our rubbish is collected)and put on the back of the dustcart

So my question now is, what is the £18.75 charge for? They're not sending out trained personnel, they are not sending out vehicle specially on a requested day just the usual refuse collections day, so what am I paying for? Seems to me like a tax added onto my Council tax........
