For all of the affection she had been giving him, he rebuked her physical advances.
Pressuring him into sex was not something he was going to tolerate.
But she was under a certain impression after he said something she took to mean he wanted.
Before they fought the archdemon, they caught one another's eye. She asked for a kiss. He gave it to her, only to act indifferent the rest of the journey.
He bedded with another lady of the party in hopes to change the future. Solana even had to persuade him to do so. Less than overly interested he accepted it, after he asked her about her feelings and their shared affection. Truely, Solana's own feelings of wanting were what that made her decide she would try to make it so the two could stay together until the end their lives.
But after she slay the dragon, he pushed her off to talk with the others. There wasn't anything in his tone that made him seem enamored to have survived. He wouldn't let her start another conversation. Saying to her "we'll talk later" didn't silence her inner belief. It said "no you won't," but she left his side worrying about forcing him to lay with someone he didn't like. Unwilling to bed someone he had high affection for, but being forced to consort with this other... Solana was sure she had failed in assuring they could share their adore in a blightless world.
Begrudgingly, she went out to accept the accolades that come for saving a world.
And then that was it.
Unexpectedly, in the epiloge I read that Alistair spent the rest of his days with his love. They together returned to their fellow Grey Wardens. And he never left her side save once to honor his fallen mentor.
Sex or not, it seems like I assured his affections just fine. He and she lived together ever after.
