WIP related comms, 'thons and the like

I was wondering if anyone knew any communities, journals or ficathons that are aimed towards WIPs/unfinished stories, namely offering them for finishing by other authors? Amnesties, maybe? (Any and all fandoms applicable.)

I'm aware of the latest fic adopting comm, but don't agree with some of their policies. Anything else out there? Bueller?
