Batman hadn't been in the Hotel long, but he'd already had a very disturbing encounter with the Joker, even within the context of typical Joker encounters. Rather than dwell on it, he's trying to solve the problem of who's behind this, the better to liberate everyone else. None of his rogues' gallery have the finances or power to set this kind of thing up entire, though some of them might be able to manage it if they'd worked together.
He's deep in thought, though not wholly unaware of his surroundings, and thinks he hears a voice intruding on his awareness.
"What?" He turns like a menacing shadow in that direction.
