Somehow Geoffrey figured this duty would fall on him sooner or later, and now three different elements had converged to make it his turn: he was on the Council, he wasn't running in this election, and he was, in fact, master of this stage

“Has it occurred to anyone running for these elections - or am I alone in finding un-amusing ironies - that we’re submitted to a ridiculous psychiatric test, but we have no clue who is testing us? Who put the shrinks to a mental test to assess their capabilities to assess us?
I must say, I find it insulting to be submitted to a test of dubious nature only because one wants to run for an election. All it does is bring up the question of whom do we trust? In what hands are we putting it? Council has its elections, but what about other professions that require a certain amount of good faith...
But to the matter at hand - a speech. My name is Guy Burgess and this Island seems to be the communist ideal. Engels’ fantasy island, Marx’ wet dream. It isn’t. It’s just an island in the hands of some annoying and increasingly dark magic. It’s not the foundation for a revolutionary society or the beginnings of an ideal world. What we have to do here, is survive until we’re let go. Our revolution lies not in shedding our shackles, discarding the part victim we unwillingly play. We do have to expect the worst. We needn’t break free from the conformity of our own oppression; we need to find ways to work with it. We are in the hands of a buggered-up mad island. And complex though our society seems to become, one tidal wave can fuck up everything still.
So, what I would suggest - and what I propose to do, among other things - is collective damage control.”
He truly was alone in finding un-amusing ironies.
“Housing, food storage, water supply. Expect the worst and deal with it - as we all should - to ensure our society can keep up its increasingly elaborate demands without collapsing accidentally due to some voodoo experiment."
He grinned.
"Thank you for listening.”

What I propose to be in the collecitve of Council members, is its voice. Hoping thus, to create a more effective Council; damage control."

"Hullo Mr Guy," Coraline said, taking out her notebook to make notes. "As an elected member of the council what would you do for the children on the island?"
