Simon hadn't ever loved Serenity like River did, and she thought maybe Wash had just loved Zoe more. For herself, River loved Mal and the ship a was part of him, and she had no reason to ever leave either of them. Also, he's been deemed a traitor and fired from his position at the White House by breaking national security for the cause of keeping space from becoming just another armed warzone. This didn't make him feel like he had a right to be there, but it made him curious.
