Maybe it didn't rain enough for them to come out. The ground was really dry or something and absorbed a bunch of water.

I often wonder if a lot of worms die off whenever it rains, since they like to go on pavement, which gets run over by cars and feet. Maybe they just thought drowning was a less painful way to die than getting run over by a car.
