Oh, that I can answer, at least a little. The other people are the residents of the city! They don't respond because they... oh, how do I put this... um... they might not be on the same level as you visitors. As in... well, I'm not really sure about this, because it's really just a guess on my part. I think that maybe they're on one level of existence, and you are on another, but honestly I couldn't say for sure.

As for me... well, I think it has to do with being in the administration, maybe?
