Employers Playing Games

Hello, I'm another new person to the community. Well, fortunately (sort of), I am employed, but my room mates (my brother and my best friend) are not, so I guess that makes me a sympathizer. Anyhow, I do have a question/dilemma on involving my best friend.

Has anyone else had to deal with potential employers teasing you? My poor room mate has been looking for a job since November, and he has had a couple of interviews. They are not "high-end" jobs, but he will take whatever he can get. The first interview he got was at a fast-food restaurant, and he said it went extremely well. He met with the owner of the store, and the person conducting the interview said, "we will be calling you today or tomorrow to tell you when you start."

A few days passed... nothing. After a week, he called them, and they said "we haven't decided who we're going to hire yet, we will call you when we have decided."

More recently, he had another interview at a deli with the owner. It too went extremely well, and the owner said, "well, you've got the job!" He just had to jump through one little hoop--they outsource their payroll, and he had to find a ride across town to fill out paperwork at another office. As soon as he had done that, he was supposed to call the owner's cell phone to let him know that the paperwork was done.

Of course, as soon as he told me that, I drove him right over to that office. He filled everything out, filled out his W4, watched a "training" video, etc. (I was THERE with him and saw him do all of this.) He called the owner as soon as he was done. He didn't answer, so my buddy left a message. Didn't hear back. Called the next day, no answer, left another message. Called the store, no answer, left a message.

It's been almost two weeks since this happened. It's frustrating all of us. He's upset for obvious reasons, and while I'm trying to stay supportive, I just don't know how much longer I can keep this household together. I make enough with my salary to support myself, my daughter, and him... but now, my brother has moved in with us (no where else to go when he was laid off), which raises electric, water, and food. My salary is just not covering it anymore. I can't kick anyone out to the street... but I fear we'll all end up on the street if something doesn't happen.

Will they ever call him back? Should he just keep calling? Should he just give up and move along? I hate to see his hopes raised then crushed, over and over again.
