Questions about writing a resume

I'm rewriting my resume, and I have a few questions. Keep in mind that I'm a 20 year old with not TOO much work experience. I've been a cashier at a grocery store, an overnight caretaker for dogs and cats that are being boarded, and I've had a temp job as an office/billing assistant. I've also done some college coursework, but not much.

1. Is it better for me to use a chronological or functional resume format?
2. When e-mailing a resume and cover letter, should the cover letter be an attachment to the e-mail or in the body of the message? If the cover letter isn't in the body, what do you put there?
3. What file format is the best to use for resumes/cover letters - .doc, .pdf, or something else?
4. If I have skills in certain areas (ie, graphic design, programming, etc.) but no work experience in those fields, should I still put them on my resume if I'm not applying to jobs in that area?

I would appreciate any help so, so much. I'm really trying to find a job and I don't have all that much experience in writing resumes.
