"This is so weird," she mutters. Alien people bringing this strip of Sunnydale into alien-land? Still weird. Will always be weird, in her opinion.
Cordelia looks around her - and spots a man sitting on the sand. "Hey," she calls out. "You're... uh, not one of those creepy NPCs or whatever, are you?"

Cordelia chooses a spot on the sand to sit on - not very close to Toby, but near enough so they can talk above the sound of the waves without raising their voices too much. "So. How long have you been here?"
