Coincidentally, someone else was pondering the Q vs. Timelords thing, but from a different angle, specifically that of the Kardashev scale. Wikipedia thinks both the Time Lords and the Q are Type IV civilizations- I disagree.

In retrospect, the Q don't seem all that powerful. Sure, they talk a big game, but they don't exactly show off.
