The settlers' reasoning made no sense. Did they really believe that no one was ever murdered in the 1800s? Or that money was literally the root of all evil? Dumb, dumb people. Like you said it made no sense and only exists to fool the viewers. I mean, they could have made a little village like that, but there was no reason for the old style clothes or way of speaking (Mr Walker was especially annoying because he overdid it so much). I mean, no one speaks slang or even swears in this town, that's just unrealistic.
(and why it was so galling to see the town elders continue the lie even after they were proved wrong). I don't think the "mentally disabled = evil" connection was intentional, but an unfortunate result of the lame screenwriting. Yeah, their loved one were still dying, just not because of crimes but because of diseases and injuries. And yes, it was probably not intentional to make such a statement, but this is what I see when no one else does anything bad and stuff like jail or jurisdiction do not exist. They could have made Kitty the bad guy just as well as Noah.
