Torchwood - Episode 7
Jack brought Owen back in a way that was dangerous to the whole world, and he knew that - even if he didn't completely understand it. Because he loved him, he needed him, he felt guilty. Because he promised (at the end of 'Adam') that he'd save him. He ignored past experience with the technology, and as a result innocent people died and the person he wanted to save was forced to go though a horrible experiance that shouldn't happen to anyone and ultimately didn't change their fate (depending what happens next week).
Just like Ianto and Lisa.
Ianto's line when Owen is revived is "Here we go again." Obviously referring to Suzie, but...
