Well, that seems to come from the other fanfic Neil drew from, "Mists of Time" by Nightfall. To quote chapter 1's infodump (oh for another full chapter of infodumping instead of what we're getting now):

Nearly one third of the wizard population in England had died due to the war and so it was declared by the members of the Order of the Phoenix that they should immediately seek out Voldemort and destroy him, no matter what the cost. Harry had fought for Ron and Hermione to stay behind, as he feared greatly for their safety. Hermione long suspected however that he looked upon the final battle between Voldemort and himself as a personal one, and he didn’t want to risk any others ( ... )

Bleh. Introduction of the Arthurian and Celtic mythos into Harry Potter would be pretty goddamn awesome, if they were written by the right kind of author.

I, myself, have thought about using a bit of Arthurian elements in a Harry Potter fanfic concept that I've been turning over in my head for awhile, about an American transplant to Britain attending Hogwarts with the Trio, a main character but he exudes a lot more Anti-Heroic traits than the other three(I've thought about possibly giving him a Horcrux as a means of establishing him as a He Who Fights Monsters type)...

I'd also use this fanfic series to try and flesh out America's wizarding community and maybe even give my character his own personal nemesis in the form of Fenrir Greyback...

I dunno, whaddyathink?

Well, there are a lot of pitfalls to writing a transfer student OC and a lot of people who'll assume him to be a Gary Stu even if you don't write him as one, but I'm sure you could make it work. The mythic elements too - JKR does it herself uses real mythological creatures in the Potterverse, so why not?

There would be elements of Gary Stuism, there always are when you're writing OCs these days. The only thing you can do is limit the traits as much as possible, or make like Bioware and write the cliches so well that no one gives a fuck about them being cliche.

As of right now, the series is just a concept, like my Mass Effect series concept. If I'm ever gonna write another fanfic, and maybe some original fiction, I'd have to finish my Magnum Opus in FF7: The Storm Kensho saga. But if I'm gonna do that, I need at least one regular reviewer in order to keep myself from losing the drive to write, as has happened to me so many times before.

That's the best way to approach an OC. You can't please all the reviewers all the time, so just give us an interesting character with a worthwhile story to tell.

Keeping the drive to write going can be a pain in the arse sometimes, I agree. (Also, hint taken!)
