mandate?

I keep seeing mention of Trump's "mandate". He doesn't have a mandate. You can't have a mandate if you didn't win the popular vote. If somebody else got more votes than you did, you don't have a mandate.

Just heard on the radio that 60% of the people who voted for Trump don't approve of him. What kind of "mandate" do you have if the majority of the people who voted for you don't like you?
