counter-flow bike lane

My office is on a one-way street. (2 streets actually, that make a 90° turn.) This is next to Union Station (DC's train station), and there is a bike-share station here too. Many people come the wrong way on the street to return bikes.
Sometime between Friday and this afternoon they've painted a double-yellow line to make a counter-flow bike lane.
