mandatory life sentance for stupidity?

This sounds like manslaughter to me. I have the understanding (maybe I'm wrong?) that MURDER implies intent. I do not think the parents had the intent of killing their child. I think they should not procreate if they can't take care of their offspring... but I do not think that it is the same thing as actively killing someone. and I do not think that these people should not be locked up in a place with actual murderers for the rest of their lives.
My question, which I haven't seen asked yet, is:
Would they have been convicted of manslaughter had they been white?
