That fabric doesn't come pre-pleated. Someone in the clothing factory is doing that to the fabric, whether by hand or by machine (most likely by machine). The closest you'll get to buying it that way is the "crinkle" look, which is just that - the fabric has either been wadded up in a bunch or bound along the crossgrain and steamed that way to preserve the creases that result. (Both of these would look really bad on a flowing skirt though, in my opinion.) I've never seen fabric sold pre-pleated like that, and the red dress supports this because its pleats appear to be radial, not straight and uniform.

It's theoretically possible to find something like in the black skirt because that appears to be a dirndl skirt (pleats are straight and uniform)...though I'd question how well they'd be preserved on a bolt or roll. But again, I myself have never seen it even in the LA Fashion District.

If you want the same look as those dresses have, you'll have to pleat all that yourself. =/ So before you go out and buy your fabric, I recommend first restricting yourself to fabrics that hold creases well.

Thanks for your help hun <3 Only the front part of the gown has that pleated thing, as well as some of her sleeve, so I don't have to do this to an entire gown or anything.

And, I guess this costume's worth it :p Thanks again for all your help.
