paypal help, pretty please
Can someone help me out here? Based on this:

- can I send money to Uganda? More importantly, can they actually get the money somehow? Since the other countries specify that they can be sent a check, etc, what does it mean for these countries that don't say anything? Are they just left with a paypal balance to use online? Or am I being dense and missing something?
