I think the profile page could be more customisable, yes. However, I don't think of the site scheme as a part of the customisation - for me, it is mainly a navigational element. When I am looking at a personal journal, my most common way of getting to a site-scheme page that has links to a site area like the customisation pages or the community management pages or whatever is to click the next lj user head icon I see. I wouldn't like having to hunt for the needed links on whatever site scheme that person prefers. The profile page is one of the few places where you are guaranteed to get to a site scheme in one click, as comment pages can be in the journal's style.
Additionally, if this was implemented, the old site schemes (Dystopia and XColibur) would need to be excluded from being selectable. While many people still like them and they can be selected as your own viewing option, they are no longer up to date and would make navigation more difficult especially for the less clueful users. We are already getting Support requests as it is from people who have set one of them for their own viewing and can't find links to certain site parts.
All in all, I don't really like this idea - and if it was implemented, I would want an opt-out.
