Allow Users to Change the Order of Their Galleries in ScrapBook

Short, concise description of the idea
Currently, ScrapBook galleries are listed in the order that they were created. I suggest that the owner of a ScrapBook should be able to arrange their own galleries in any order.

Full description of the idea
For example, I created a ScrapBook gallery named "Miscellaneous." Logically, this gallery should be listed last. But the only way I can keep it listed last is to never create another gallery after I create that one.

I suggest that we should be able to rearrange the order that our own galleries will display in our ScrapBook.
An ordered list of benefits

• Users will be able to control the order that their own galleries display in ScrapBook.
• ScrapBook galleries will make more sense to viewers, because the owner of the galleries will probably arrange the galleries in a logical progression of some kind, such as from "Pictures of Me" to "Pictures of My Home" to "Pictures of My Neighborhood" to "Pictures of Elsewhere in My State" and so on, with "Miscellaneous"-type galleries listed last.

An ordered list of problems/issues involved

• Users who prefer their galleries to be listed in the order they were created may accidentally change the order to something else and be unhappy about it. (But the default order could still be chronological, so galleries would be listed in the order they were created unless the gallery owner specifies otherwise.)

An organized list, or a few short paragraphs detailing suggestions for implementation

• We already have the ability to change the order of pictures within galleries, so changing the order of the galleries themselves could be done in much the same way. Maybe add javascript up/down arrows on the "Manage Galleries" page so that we could move the galleries up or down the list, and then whatever order we put the galleries in there would be the order that the galleries would display in when anybody views our ScrapBook.
