Title
Automate checking for broken feed generation.

Short, concise description of the idea
The syndicated feed system should notify LJ support when it's broken.

Full description of the idea
The RSS feeds break sometimes. That's fine, I understand. But according to a support volunteer in this support request nobody at LiveJournal notices until a user notices and reports it. In this case it was three days after the last feed updated. Isn't this kind of... backwards?

There should be some kind of automated process for checking to see if all the feeds have gone down. Users should not have the job of monitoring their feeds and notify someone if they're borked.
