One should be able to pay a fee to transfer a permanent account.

Full description of the idea
I know it has been stated that LJ would lose money if we could transfer paid time between accounts, but what about permanent accounts? A fee could be charged any time one asks. It'd be a good idea to limit how many times one could be transferred. I, myself, am a perm account holder who wishes she had purchased the account on a different account than this one, or have wished many times that I could move it to another account.
An ordered list of benefits

• Be able to change accounts entirely should one feel they need to for privacy and still keep their permanent account.
• Could also make some profit off of it.

An ordered list of problems/issues involved

• It should be ensured that the person does entirely own both accounts (like one can swap usernames) and other such things.
