Does it really matter? She goes on to describe them, I guess her choice of words is neutral, but it's just such an ODD question.

I see I see. I thought the stupid was probably the wording, I just didn't know because I have no clue what different kinds of people live in Cincinnati so I could've been missing something ;)

Anyways, there really aren't. There's only about 42,000 foreign-born people all together in the Cincinnati area (from the 2000 Census). It's either the neighbourhood she lives in or a bad case of "I see furrin people!"
